Spectre was just in a 2 part story in Detective Conics last month. Nothing to write home about, but he was at least more or less acceptably recognizable to the Spectre mythos.

It's certainly more likely than before, but still not a lot. When they reprinted Sean Murphy's Batman: White Knight as a Black Label book, they claimed that they would restore the pages they had censored for the single issue release.
But after they went back on the already-approved-by-the-whole-office Batpenis in Batman: Damned #1, they got cold feet and decided to print the Black Label book just like the regular release.
