Nah. Second-rate clones of Starfire or Cyborg would never be as good as the real ones. Either have them join the team, add characters from the Teen Titans' rich history (Aqualad, Bumblebee, Terra, Argent, Risk, Miss Martian) or create new ones that have more going on for them than replacing Kory or Vic.

I think it goes back even further than the New52, and I don't include the Batman & title. I'm not even a fan of Damian, but if a Catwoman title is justified then certainly a Robin title would be as important to the Bat-franchise. We're like three years into the New52 and he still hasn't got his own title. Sure, it's probably in the works now... but no way in hell is Catwoman more important to the franchise and more deserving of a title than Robin. Robin right out of the gate New52 would still be going if it premiered with the rest of the relaunched DC. So long as it wasn't tied to Teen Titans...
(1) Batman and Robin (even pre-New 52) was supposed to replace that directly.
(2) they wrote themselves into a corner with a ten-year-old Robin. The independent adventures of a pre-pubescent are a little harder sell. I even vaguely recall Tomasi or someone saying that in an interview, but I wouldn't be able to track it down at this point.
(3) strictly from a traditional view, Catwoman still makes more sense because she at least is defined as an individual character even when she's all bad, while Robin's main identity is that he's a sidekick.

With Robin, that's the part I never liked about Damian taking up the cape. He's too damn young and too much of a badass being trained by the LoA. And that we had all these other Robins running around yet Bruce had an illegitimate son on the other side of the world. I'm still mad over Tim completely owning the Red Robin ID pre-relaunch only to have it reduced to nothing more than a shitty costume with way too many belts and pouches.
DC really needs to get somebody to get all their younger heroes and concepts in order because they're dropping the ball. Every Young Justice title from that group of books [except for Supergirl if she counts] has been cancelled... Superboy, Legion, Blue Beetle, Firestorm, Static, H&D, Teen Titans vol. 1... yeah DC needs to really work on that corner of their universe. If they can't make younger heroes work and bring in new fans Marvel will continue to own their asses.

It's not like anybody will question Bruce keeping some little minority kid around the mansion; they'll just assume he's gone Hollywood and adopted some kid from another country like Angelina Jolie or Madonna. And replacing Robin with a minority would make more sense with a hero ID that changes all the time as opposed to some of the others that look so ridiculously forced.

Which is a damn shame. But if you guys are talking about the futuristic Batman with the ethnic Robin I'm game. That one image had me completely sold. I really dug the Green Goblin-esque gliders. And I still hate Damian.
