I have only seen him in the cartoons (They don't sell comics where I live and well its a pain in the ass trying to find any sort of comic) But from what I gather he seems like the corrupt vigilante cop type (who exacts his own brand of justice without giving a damn who he hurts) at least that's what I saw in the animated movie.
