Does the GL costume repair itself when all the users go to their secret identity? And do they have to take off their ring to get the costume off?

The costume is a ring construct like anything else made by the ring. They just need to will it brand new.
Also, they can will the costume on and off, so they don't NEED to remove the ring to remove the costume.
Though Kyle did for a little while.The burning flame of Lantern's Light, will light up even the darkest Night.

One little continuity thing that bothers me is, the suit is skintight, yet they wear it over their baggy civilian clothes. And when you see tears on the costume, its just their skin you tend to see underneath, not flecks of their regular clothes. So how does that work? Does the ring like spirit their civilian clothes away into a pocket dimension while they're wearing the uniform, then zap the clothes back onto their bodies once the uniform vanishes?

That just takes the fun out of it. IF we can't think about things like this then what's the point. I can take your point to the extreme and just say why bother reading it or getting angry because we don't like a story, plot point, or character?
It's impractical for the artist. It's would be way too complicated if they had to consider the clothes under the suits every time it got torn or damaged. There is no point. but it's common for all superheroes. It's just accepted that clothes are indestructible and invisible once they get the costume on top of it.The burning flame of Lantern's Light, will light up even the darkest Night.

I don't read to wonder how The Flash runs so fast. I read to wonder why he does. I just focus on the storytelling abilities of the team. Things like this seem irrelevant to me as I'm following a story.

It doesn't need to be relevant to the story to be interesting. It depends on the person.
I knew a guy who could talk for hours about why powers like Cyclops' Eye Blast or telekinesis would not be possible because of the energy requirements.
People are interested by different things. I personally like to consider all aspects, be it the story, characters' powers, or other things.The burning flame of Lantern's Light, will light up even the darkest Night.
