Geoff Johns said it himself that the power of the RL's is at the far end of the spectrum, so far that the power eats you up on the inside, and as a RL you have no control over the power the rings give you. Can it tho? She didn't really do much to warrant the Sapphire coming to her, did she? Hal loved her, and she loved Hal. But it wasn't like the Star Sapphire assisted that love, it demented it and made it all screwy.
In her case, I would liken it more to someone who is crazy. I do not blame schizophrenics for their actions, because they are not in control of their own bodies or minds.

I guess with Laira, it was the hatred that festered in her heart and grew that attracted the Hate Ring to her. She could have stopped herself. She should have recognized how much anger she had, and gone to Graf for some help. The seeds for this were planted sometime ago. The Hate Ring came to her through her own actions, and merely amplifies an emotion she was already allowing to grow inside her.
As for Carol, she was feeling positive emotion toward Hal, emotion all humans are supposed to feel. What happened with her is a foreign element twisted and demented that emotion, creating Star Sapphire.

Personally, I think that Cop would have a right to kill that man. As a Man, that right should be his. But a Cop means you have to follow a certain code of conduct, like the GLs.
Laira, as a person, WAS justified in killing Amon. But Laira as a GL was not.
In the end, she has no one to be angry with except herself.
Heres my question: Since we know Hal killed some Russians a while back with a gun and no Ring, and wasn't suspended nor faced any repercussions from the Guardians (all prior to any laws being passed about Lethal Force being allowed), could Laira have deactivated her Ring, snapped Amons neck and ripped his head off, then re-activated her Ring and been alright?
Can GLs kill with impunity if they are not currently wearing the GL symbol/using the Ring?

Thats what I'm thinking.
So they should just told the GLs "Hey, from now on, carry a gun with you. After you defeat your enemy, deactivate your ring and blow their heads off. It will save us all some grief and a lot of paper work. Plus now we can use these Laws to dictate our vacation time with the Zamarons."
