For the GL its mongo..

For sinestro corps it was ?... anti monitor ? Or the planet ?rax? whatever... But the planet died & I don't think anti monitor cares about the sin corps any more .... (ah correct me if I'm wrong on either of these two I think I may be on both :S )

So who is controlling the rings for all these other corps?...

& If no one living being is for the other corps then why do the GL need mongo to do it for them ?...

Mongo It's mogo buddy.

I think it's more likely to be sinestro that controls the rings of the sinestro corps ,When Indigo teleported him to fight mongul he had control over monguls rings.*GL 45(I think)

BL's it's probably Ganthet or the last blue lantern picked idk
SS's it's Queen Agapo
RL's it seems likely Atrocitus since he found the red light
Larfleeze controls the one ring .
Indigo's-anyone's guess

The guardians have some control over the rings too I guess,(BN 6) Ganthet duplicated all their rings.

I don't really like the "Mogo guiding the rings" retcon at all. If he does that, then what do the Guardians do?

We're never told outright who guides the rings for the other colored Corps. Maybe it isn't an issue for them or maybe it's like people surmise and it's just the leaders who do so.

Sinestro doesn't use a planet-size guiding system.He knows the flaw of one
The Central Battery is probably what leads the Star Sapphire Rings,which is why they don't all depower when the power source is removed
Larfleeze doesn't need one,since he is an army of one
