My money's on Appa Ali Apsa. To cut 'n' paste from my blog (because I'm too lazy to retype!):

I’m guessing that it’s Appa Ali Apsa, the Guardian nicknamed “The Old Timer” who traveled extensively with Hal and Green Arrow back in Green Lantern (Vol. 2) #76-81. Sure, he went mad and was killed in Green Lantern (Vol. 3) #8, but as we all know, death has no meaning in comics. (Especially in the DC Universe!) The figure seems to be Guardian-sized based on its proportions, and the shackles are clearly made of emerald energy. Furthermore, this being has detailed knowledge of the Guardians’ activities throughout history, and claims to have created the Green Lantern Corps’ oath! Perhaps Appa Ali Apsa wasn’t actually killed, but just knocked out and imprisoned somewhere, only to break out at a later date; for example, during the battle against the Black Lanterns on Oa. The sciencells were compromised, and the Corps certainly had bigger fish to fry. Last but not least…if any Guardian had a bone to pick with Hal Jordan, it would definitely be Appa Ali Apsa.

I would hate to think this midget is somehow a retconned Krona.

My theory however, is that that the Massacre has something to do with The Red Entity.
Perhaps The Red entity took someone over (The Mysterious Figure?)
and killed everything, And the Guardians sent in The Manhunters to clean it up.
Then they blamed the massacre on the Manhunters to hide the existance of the Red entity.
After all, They hid the Orange Light on Okaara, and put Parralax in the battery. Maybe the Guardians Imprisoned all the Entities (except Ion),
So that the Green Light of Willpower would be the only one shining.

It could be Darthartheen, She did swear revenge, help her Dad Dawlaki, and get scarred hands after trying to retrieve her dads body from entropy.

And the figure has bandaged hands......

It sort of redeems the Guardians in that aspect as well.

Are there any possible hooks leftover from old Guardian stroylines like Millenium?

Geoff Johns time traveled when he was about 7 years old to appear in GL.

I think it's Appa Ali Apsa also. He says something about protecting the universe under the watchful eye of the Guardians (and remember, he did do this by himself for a while), he wrote the oath, and these aren't the original Guardians. Remember, these are the reconstituted Guardians (except Ganthet) from Kyle giving up the Ion power.

I wouldn't count Krona out just because of existing continuity. Johns wrote the Turtle in Wally's Flash title around issue #113-116 and had his career dating back to the Golden Age, now in Flash Rebirth he appears to be a fat and fast friend of Barry's as a child.

I don't know a lot about the GLU before the 3rd volume, but from what I know of the Mad Guardian I guess it could be him. I like the ideas of a bigger cover-up....

I have two guesses. One is Krona, the other is Destiny aka Fate. These choices are simply because each character stands out prominently from the the story that Harbinger tells in "History of the DC Universe" TPB. To me, either of them fit the bill so to speak.
