Way down? It's in the headline. (Though it was the FBI, not the cops. And the kidnapping victim who was killed was a man, not a woman.)

Right about the gender. But FBI agents are cops, and there's nothing in the story about the victim being shot by the agent until amazingly far down. Reporters don't generally write their own headlines, so this is poor reporting and quite possibly an attempt to downplay what happened. That fact should have been in the lede.
