      • It might not have been religious oriented. The guy might have been a lunatic or had a political motive. But I bet he didn't yell anything about Buddha before he started shooting.

        My money is on "Allahu Akbar!" But we'll see.

                          The boy's mother had requested welfare benefits, according to a statement from the Sanilac County Prosecutor's Office. To qualify for payments, she had to file a paternity complaint with the prosecutor's office, which she did July 28.

                          "This young woman ... completed and signed a paternity questionnaire in which she disclosed the alleged father's name and address.," according to the county prosecutor's office. "She further signed an agreement to cooperate with pursuing paternity and signed a statement authorizing the disclosure of her address."

                          USA TODAY and the Times Herald do not identify victims of sexual assault.

                          Federal law requires state departments of health and human services to establish paternity and pursue a child-support order from a court, Bob Wheaton, the Michigan department's spokesman, wrote in email.

                          "The department would need to be notified by the custodial parent of any reason to determine good cause not to pursue a child support order," he wrote.

                          But the form that the boy's mother was asked to fill out doesn't have anywhere to state her concerns, Kiessling said. . . [cont.]

                              Q: wouldn't that also make the assailant financially free as well??

                              personally, Im not sure Id like that; they'd hafta tweak any law that went along those lines to protect the child BUT doesn't absolve the other person of responsibility.

                              • There's a difference between rights and responsibilities, I would think (maybe the law doesn't see it that way, I dunno. I'm not a lawyer). There has to be a way to separate the two. If there isn't, maybe they should make one. I'm pretty sure I've heard of situations in which visitation is limited or absent, but financial responsibilities are still in force. I just think that should be the default in a case where the child was conceived as part of a crime for which the person was convicted.
