We could change that into a whole DCU or Marvel Now draft.
Seven ongoings, you can only pitch characters that the respective publisher has the rights to (or that are Public Domain), and you need a writer and artist each.
For example:
Marvel
1. Avengers by Mark Waid and Gary Frank
2. X-Men by Matt Fraction and Adrian Alphona
3. Spider-Man by Kieron Gillen and Pete Woods
4. Hulk by Warren Ellis and David Finch
5. Fantastic Four by Mark Schultz and Ladronn
6. Iron Man by Greg Rucka and JG Jones
7. She-Hulk by Brad Meltzer and Gary Frank
And then we can argue how good or bad those books would be, how writer x woukd never work for Marvel, or how artist b would never manage 12 issues a year. We could have the extra rule that we can't pick creators that have worked on a book before (so no Brian Bendis on Daredevil, or John Byrne on Fantastic Four).

I propose that you only get ONE chance to let a series go bimonthly. We could pick JHW3 on any book and it'll look amazing but for how long? If we fill up our seven books with slow artists then our entire line would be delayed. So you only have the opportunity to have one of your series published bimonthly like Hawkeye or Sandman.
Additionally, you have TWO chances to have a two person rotation for an art team.

Sounds good. And I'd say everyone can draft a Daredevil series, but once a writer or artist has been picked, he's off limits. A writer/artist like Dan Jurgens, Jeff Lemire or John Byrne can be picked twice, however. Once as a writer, once as an artist.

I'm in, but what are we drafting exactly. Are we doing everything at once or selectively?
Ex.
With the first pick, W.West selects "Justice League" by Geoff Johns and Jim Lee.
With the second pick, Michael Heide selects "Justice League Dark" by Jeff Lemire and Mikel Janin
or
With the first pick in the first round, W.West selects "Justice League"
With the first pick in the second round, W.West selects Geoff Johns.

Yeah, I agree. You pick a writer and an artist. And then you reveal all books at once.
I'd say we do DC first. And each of us can choose his own corner of DC or go all over the place. West could do
1. The Flash starring Barry Allen
2. Kid Flash starring Wally West
3. Earth 2 Flash starring Jay Garrick
4. Impulse starring Bart Allen
5. The Rogues
6. Flash Beyond starring John Fox
7. Speed Force starring all at once
Someone could do seven Batbooks, or one book for each Lantern Corps, or one for each member of the Justice League. Or seven books not yet published by the New 52.
