Sort of. I think he means more of a set group of people to choose from. For example I'd pick maybe 50 mutants and say that those were the only ones that could be picked by anyone.I LOVE conspiracy theorists. They are like human versions of the cymbal clapping, dancing monkeys. No one takes them all that seriously and they get bored with them after about 10 minutes.

I say next time we do a Hero or Villain draft, before we do actual drafting, we make a list of 120-150 characters to choose from.

That might ruin the fun for me, personally. I'm all about the theme, and if it is just "grab what you can from this limited pool" that will become almost impossible. And will make the teams people end up with less interesting, IMHO.
Unless the goal is to grab a team to accomplish a specific task, or win a battle, or something like that. If we are going to draft like sports teams draft, then I'd think the goals should be similar, in the sense of making the best team we can to pit against the other teams in some kind of competition of skill or power. Then when voting time comes, the arguments would be about whose team would win, not whose was coolest or cleverest.

But, if we're choosing a team based on a battle or task, character restrictions wouldn't be as detrimental and might even make it more interesting.
